Frank W Chen was born in Taichung, Taiwan as Weiyang Chen on May 6, 1981. He grew up in Taipei before moving to Vancouver, Canada. Chen is a graduate of the University of Toronto and the Rhode Island School of Design where he studied Architecture. Late Life: The Chien-Ming Wang Story (2018) was his feature film debut.
